Implementation of the 35% Provision in R-ARCSS Gender Matrix - April 2020

Following the recent development in the implementation of the R-ARCSS, on 12 March 2020 the President of the Republic of South Sudan appointed National Ministers to the Revitalized Transitional Government of National Unity (R-TGoNU). However, women noted with concern that the appointments fell short of the 35 percent commitment on women’s participation. In an effort to avert further under appointments of women in other positions of R-TGoNU, members of the South Sudan Women’s Coalition for Peace, women politicians from different political parties, academia, Youth Coalition and representatives from civil society organizations met and reviewed several documents including the R-ARCSS and the SPLM Women’s League strategy document on 35 percent women’s participation.

The main objective of the process is to analyze the 35 percent of all positions established by R-ARCSS and develop a tool that can be used to effectively monitor the implementation of the provision at all levels of R-TGoNU.
