The Police Service sets up registration databases in every state

As a nation with nascent institutions, South Sudan is focusing on building the core functions of Government, including building a professional police service to foster the rule of law throughout the country. Police and prisons services were created by large scale transfers/relocation of ex-combatants with no system in place to ascertain the functional working strength of the services. This lack of information on personnel details affected administration and created the risk of an unaccountable force, which has proved to be key impediment to improving policing services.
Beginning in 2011, UNDP, in partnership with UNPOL (UN Police), supported the establishment of Police Registration Database Units (PDRUs) at national and state level to record details of all service personnel. To date, 46,427 police & 6,000 personnel have been registered and entered into database with information on personal details, education, qualifications now easily accessible.
Dhanashree Karmarkar, a Law Enforcement Adviser deployed to Central Equatoria State to mentor police personnel oversaw the database registration and implementation process. This mentoring including conducting trainings, which were funded by the Government of Japan, for over 100 staff on Registration Database Management, logistics and basic computer skills. In addition, Corrections personnel participated in advanced training on system administration, networking and database administration. These trainings equipped the SSNPS Registration Unit personnel with the technical skills to implement and manage the SSNPS database.
According to James Akol, Database manager, SSNPS unit in Northern Bahr el Ghazal state,” The training has immensely helped our Police for effective utilization of our human resources. I feel proud to be part of such an important exercise. Also the on-the-job training has helped in resolving problems in computer software and understanding the registration form.”
The successful implementation of this database by the LEAs is assisting senior police administrators in the identification, verification and quantification of SSNPS rank and file throughout the states. Furthermore, the SSNPS administration now has the tools to effectively plan for the efficient distribution and use of its human resources, personnel as well as make realistic projections based on authentic statistics of resource availability for operational and administrative needs. The key objective is to register and rescreen all SSNPS and Prisons personnel in accordance with set criteria that meet policing standards. Colonel Khamis explained the benefits the registration database and subsequent trainings will have for the SSNPS. “This is an important exercise which will result in efficient policing by effectively utilizing our manpower.
