Speech by UNDP Country Director, Balázs Horváth, South Sudan Integrated Fiduciary Assessment Dissemination Workshop, 7 February 2013 - Juba, South Sudan
First I would like to thank my colleagues from the World Bank for inviting me to participate in this discussion on the findings from the South Sudan Integrated Fiduciary Assessment. This assessment was conducted jointly with the African Development Bank, the World Bank and UNDP in June and July of 2011. The objectives of the assessment were, one, to develop a shared understanding of the current state of the Planning and Financial management and procurement systems in the country. And two, to identify the strengths and weaknesses so fiduciary risks associated with the use of public funds can be assessed, mitigated, and managed.

The Crisis and Recovery Mapping and Analysis (CRMA) project organized a launch of the South Sudan Informational Management Working Group (IMWG) digital atlas on Thursday, 31 January 2013, at the European Union (EU). The event included a brief presentation and training on how to use the digital atlas and generate information.

20 Anti-Corruption Investigators from the South Sudan Anti Corruption Commission (SSACC) completed a week-long training workshop on advanced techniques in corruption investigation to achieve better results in combating corruption.

Judy Cheng-Hopkins, UN Assistant Secretary-General for Peacebuilding Support commends IGAD initiative
Ms. Judy Cheng-Hopkins expressed her admiration for the initiative, which differs from traditional development modalities and seeks to foster South-South cooperation. Describing the relationship between South Sudan and its East African neighbours as unique, she praised this approach as an important step to regional peace and stability and pledged to be a Goodwill Ambassador for the initiative.

I am pleased to be here with you today and address such an auspicious assembly of South Sudan’s leaders. I have been in your country for just over 100 days, during which it has been possible for me to visit all ten states. I will continue to travel to different parts of the country so that I can listen to the people of South Sudan and of course to everyone gathered in this room today. My role, as well as that of the entire United Nations community under the leadership of Hilde Johnson, is to support you in meeting your needs and aspirations for a prosperous and just state.

The Second Governor’s Forum will be 26-29 November 2012 at the Freedom Hall, Juba and will bring together the ten state governors, members of the Legislature, key ministers and development partners. Held nine times since 2006, this year marks the second time that key stakeholders will be meeting as an independent nation under the interim constitution.

The South Sudan Recovery Fund (SSRF) handed over the newly constructed County Headquarters to the Government of Eastern Equatoria on Tuesday 30 October in Kapoeta South, Eastern Equatoria State. The Governments of the Netherlands, Norway and United Kingdom are the three donors to the SSRF.

On behalf of the United Nations Resident Coordinator, Mr. Toby Lanzer and UNDP, I am honoured to be here at the launch of this important knowledge product, detailing crime trends and statistics in the Republic of South Sudan. I would like to take this opportunity to congratulate the Government, and in particular the South Sudan National Police Service and the Ministry of Interior, for their tremendous efforts leading up to the publication of these reports. These efforts demonstrate that, even with the challenges the new Republic has experienced in the first year of its Independence, there is a progress, commitment and determination to community security, rule of law and peace.

05 October 2012 – Juba: The South Sudan National Police Service (SSNPS) will release two Quarterly Crimes Statistics reports detailing crime rates, trends, and analysis for the last two quarters on Tuesday 9 October 2012 9:00am at Juba Grand Hotel. UNDP and UNPOL, with funding support from the Government of Japan, have provided technical support to the SSNPS at both the national and state level in the collection and analysis of crime statistics.

The Ministry of Justice with support from UNDP and funding through the Government of Canada’s Department of Foreign Affairs and International Trade (DFAIT) has established a National Customary Law Centre (CLC) in Rumbek, Lakes State. The CLC was formally handed over on Thursday 30 August.

The South Sudan National Police Service (SSNPS) together with the United Nations Development Programme (UNDP) and with funding from the United States Department of State pledged their support to reconstitute the Livestock Patrol Unit (LPU) for Jonglei state. In addition two vehicles and USD 137,000 worth of equipment for the new LPU were handed over.

UNDP is proud to have worked alongside the new Government of South Sudan in building the capacity of the South Sudan National Police Service, in order to strengthen the rule of law and help lay the foundations for peaceful and secure communities.

The CLC is the first institution of its kind in Africa and is expected to facilitate coordination between government and other stakeholders of the customary justice system. The CLC will also provide advice and training for all branches of Government on matters of customary law and serve as the repository for all relevant customary law research and reference materials.

This has included engagement with the six counties of Central Equatoria State, in order to ensure that State Government planning is coherent with local Government Planning, and that the development needs and priorities of communities are more clearly reflected in the plan.
