The Roundtable Meeting on Decentralization will be held 28 and 29 June at the South Sudan Hotel. Organized by the Office of the President - Directorate of Inter-Governmental Linkages, Council of States, Local Government Board and with support from the United Nations Development Programme (UNDP), this two-day meeting will examine the current policy and regulatory frameworks and the institutional arrangement and mandates for the implementation of decentralization, and consider progress towards decentralization.

These efforts demonstrate that, even with the challenges the new Republic has experienced in the first year of its Independence, there is still a strong will and increasing capacity within Government to ensure it continues to build a robust and credible base of statistical data on the complex nature of poverty, and the challenges to human development, within the world's newest nation.

The Statistical Yearbook 2011 has compiled statistics covering conditions in South Sudan, including agriculture, demographics, education, health, housing, labour and macroeconomic indicators. These statistics are critical to help Government in developing policies that will contribute to the development of South Sudan while also providing a baseline from which to track progress on development, economic growth and progress in achieving the Millennium Development Goals.

The Ministry of Agriculture, Forestry, Cooperatives and Rural Development, in cooperation with the United Nations Development Programme (UNDP), convened a national conference on 23 May at Regency Hotel in Juba to launch the first South Sudan Cooperatives Strategy, coinciding with the country’s marking of the UN International Year of Cooperatives.

Northern Bahr el Ghazal state allocates land to 900 returnees and issues first ownership certificates
A high number of returnees have returned to settle in South Sudan, particularly in Northern Bahr el Ghazal, Unity, Upper Nile and Warrap states. Initially, it was expected that the majority of returnees would settle in rural areas, while a few would remain in urban locations. However, over 80 percent of returnees have settled in urban areas. Thus, towns with little urban planning grew rapidly, stressing the already weak public utilities and running the risk of overcrowding. Moreover, it complicated land management for state.

UNDP supported the Government in designing a land management plan to support the five states with the highest number of returnees with re-integration, including Northern Bahr el Ghazal. With training, support, equipment, and technical advice the Government in Northern Bahr el Ghazal was able to achieve notable results.

UNDP South Sudan launched the first Africa Human Development Report 2012: Towards a Food Secure Future on 22 May 2012. The Africa Human Development Report was launched nationally by the Minister of Agriculture, Forestry, Cooperatives and Rural Development, Honourable Betty Achan Ogwaro and Lise Grande DSRSG/RC/HC/UNDP RR in the presence of senior government officials from Ministries and Commissions, Donors, UN agencies, civil society representatives and the media.

The first National Conference on the Cooperatives Strategy is a two-day workshop that will take place on 23 – 24 May 2012 at the Regency Hotel. The national conference, which will be opened by the Honourable Betty Achan Ogwaro, Minister of Agriculture, Forestry, Cooperative and Rural Development will launch the first South Sudan Cooperatives Strategy and mark the “UN International Year of Cooperatives.”

This report focuses on food security because without it development will not be possible. Currently, 218 million people or 1 in 4 Africans are suffering from food insecurity, including 55 million children. In South Sudan, 4.7 million people are a risk of food insecurity. Food insecurity is a serious problem that not only devastates families and communities but leaves a legacy with future generations, which impairs livelihoods and undermines human development.

The Government of Japan has released US$5 million to support key UNDP projects that will strengthen community security and rule of law in South Sudan. The funding from the Japan Supplementary Budget will support two on-going projects, the Community Security and Arms Control (CSAC) project and the Support to Access to Justice and Rule of Law project.

South Sudan Human Rights Commission Launches Human Rights Education and Awareness Creation Programme
This activity is one of several strategies put in place by the Human Rights Commission to raise awareness about human rights and legal protections in South Sudan. The Commission is working to build synergies with appropriate government institutions and agencies to foster a respect for human rights.
