Our Priorities


1 Framework

The principle framework of development priorities for South Sudan was articulated in the South Sudan Development Plan (SSDP), which was launched shortly after independence.  All of the UN agencies operating in South Sudan demonstrated their commitment to the SSDP, by working together to formulate the UN Development Assistance Framework (UNDAF), which aligned UN agencies’ programmes with the objectives of the SSDP.  The new UNDAF was signed into effect by the Vice President on 9 July 2012.

Within the framework of UN priorities outlined in the UNDAP, UNDP South Sudan prepared an action plan (Country Programme Document)  detailing the bold steps UNDP will take to reinforce core governance functions, promote economic growth, build service delivery systems, reduce community conflict and foster the rule of law.   The CPD was approved by UNDP’s Executive Board in February 2012. 

3 Levels & Approaches

Working at all three levels of Government: national, state and county, UNDP employs a knowledge-based approach that focuses on providing support in the areas of policy, capacity and service delivery. 


UNDP’s policy work includes embedding policy advisors in key ministries, commissions, and bureaus, supporting the development of an evidence base through data collection and statistical analysis, and facilitating dialogue across all levels of Government on timely development issues.

UNDP’s capacity strategy concentrates on providing on the job mentoring and coaching, technical trainings and fostering South-South linkages through the deploying of regional civil servants to ministries, commissions, state and county governments.

UNDP’s approach to service delivery focuses on supporting the extension of Government presences, the construction of critical infrastructure and development of essential Government institutions. 

5 Outcomes

UNDP supports the South Sudan Development Programme by working to achieve the following 5 outcomes:

Outcome 1: Core governance and civil service functions are established and operational

Outcome 2: Chronic food insecurity is reduced and households’ incomes increase

Outcome 3: Key service delivery systems are in place, laying the groundwork for increased supply

Outcome 4: Violence is reduce and community security improves

Outcome 5: Access to justice and the rule of law improves

Key Activities under each outcome include:

Outcome 1: Democratic Governance

1.  Strengthening accountability and oversight institutions including the Anti-Corruption Commission, the Audit Chamber, the National Legislative Assembly, and state legislatures

2.  Building the capacity of the public sector and government institutions to help achieve the goals in the SSDP

3.  Improving pro-poor budgeting and evidence-based planning across all three levels of Government and improving capacity for production, use and dissemination of reliable socio-economic statistics

4.  Supporting a decentralization policy and framework

Outcome 2: Economic Development

1.  Fostering inclusive growth through policy, establishment of regulatory frameworks, and promoting access to financial services, particularly among women and youth

2.  Bolstering capacity for trade and value chain analysis

3.  Strengthening the foundations for environmental governance, land administration and natural resource management 

Outcome 3: Social and Human Development

1.  Strengthening health systems and infrastructure and health systems strengthening, while supporting prevention efforts and providing treatment to people with HIV/AIDS and Tuberculosis

2.  Supporting the development of a social protection framework including a social cash transfer scheme

Outcome 4: Conflict Prevention and Security

1.  Supporting implementation of a new, re-designed and comprehensive reintegration programme for ex-combatants

2.  Mainstreaming conflict sensitivity into state and county planning by empowering communities to make their voices heard with Government, and delivering conflict-sensitive projects

Outcome 5: Rule of Law

1.  Building both infrastructure and capacity of police, prisons and the justice sector.

2.  Advising on harmonization of customary law with statutory law, delivery of front line policing services and protection of human rights
