Programme Description

In line with the South Sudan Development Plan (SSDP) and the annexed Mid-Term Capacity Development Strategy, this project will support the Government of South Sudan in building national capacity to manage public sector reforms and to strengthen civil service. It will address all levels of capacity: the legal, regulatory, institutional (enabling environment/institutional level); work procedures and operational arrangements (organizational level); and skills development (individual level).

The programme focuses, among other things, on:

  • Supporting the implementation of capacity mentoring initiatives (e.g. IGAD and AU)
  • Supporting the civil service strengthening in line with MTCDS,
  • Supporting the broader civil service reform processes, including performance management, personnel management, etc.
  • Supporting the effective coordination mechanisms between civil service strengthening and wider public sector reforms and capacity development processes.

Outputs (2014 annual work plan)

  • National and state level civil service institutions strengthened.


  • Deployment of civil servants through the Inter-Governmental Agency for Development (IGAD): A total of 199 civil servants (143 men and 56 women) were deployed in more than 21 government institutions under IGAD to support capacity building for South Sudanese through on-the-job training. These civil servants designated as Civil Service Support Officers (CSSOs) have significantly contributed to capacity building across South Sudan. The Minister for Health in Western Bahr el Ghazal, Dr. Isaac Cleto Hassan, said ‘the CSSOs support has been invaluable in the services of the Hospital. They are forwarding looking, and sacrificed to teach students at the State University Medical Faculty so that they can leave more skills and knowledge in South Sudan’. The Director for Labour Relations and Industrial Relations in the Western Equatoria state Ministry of Labour Public Service and Human Resource Development,  Mr. John Lemi Gordon, confirmed that the CSSO (Labour Inspector) ‘has improved the Directorate’s capacity through planning, development of labour manuals and training for their use, and mentoring his two Twins on the use of computers. Our University students are now using manuals developed by the Directorate as reference for their term papers and in other areas of study’.
  • Construction of a new office for the Project Management Unit at the Ministry of Labour Public Service and Human Resource Development was completed in September 2013, providing ample space for project staff.
  • Support for state civil service management databases: UNDP supported improved information and records management for the civil service through the provision of software for a civil service management database for six states: Eastern Equatoria, Jonglei, Lakes, Warrao, Western Bahr‐el‐Ghazal, and Western Equatoria.
  • Coaching and mentoring for Twins/South Sudanese counterparts: At least 200 Twins benefitted from mentoring and coaching from the CSSOs. These include the development of various policy documents in different institutions, institutional rationalization, and training in practical skills as such infection prevention, establishment of partnerships and networks for health and labour issues, and improved performance by twins as reported by supervisors and Twins.
  • Collaboration between African Association for Public Administration (AAPAM) and the Republic of South Sudan: Over the reporting period, the Project facilitated SSAPAM’s participation in AAPAM (May and November 2013). Towards the reactivation of SSAPAM, the Project supported a two‐day training for 22 members (14men and 8 women) in November 2013 in Juba. The workshop was facilitated by the AAPAM Regional Office in Nairobi. It helped participants devise ways of reactivating the South Sudan Chapter through sharing experiences from other countries on how to relate with government, funding, initiation and implementation of programmes, effective management and membership campaigns within the civil service. The workshop was also attended by academia from the University of Juba.
  • Development and dissemination of knowledge products: The final report of the Project’s internal Mid‐Term Assessment (May – June 2012) was published and disseminated in the second quarter 2013. The report highlights Project results in the different institutions where CSSOs are deployed and details of good practice. For instance, arising from high staff turn‐over, CSSOs in various institutions adopted group/team twinning which significantly countered the challenge. The report noted that, ‘a good example of sustainable transfer of knowledge at the level of the institution was ‘team Twinning’. This is when CSSOs work together with a team of people rather than on a constant individual basis.’ Consequently, Phase II espoused group/team twinning for improved capacity strengthening; and the report widely disseminated.
