2012 began with a mix of new hopes and challenges for South Sudan. In January, the Government of South Sudan shut down crude oil production after an agreement over transit fees could not be reached with Sudan. With 98 percent of South Sudan’s budget revenue reliant on oil, this meant the country faced austerity measures and new obstacles in continuing with its statebuilding efforts and the goals outlined in the South Sudan Development Plan.
